See paragraphs 2-4. 2.(U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on license GC 0411-09 for the re-transfer of three (3) International Traffic in Arms (ITAR)-controlled Bell 212 helicopters to Spain. Post is requested to complete this Blue Lantern inquiry within 75 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. 3.(S) Reason for request: This check is latest in a series of efforts by the Department to investigate and mitigate concerns that Swedish firm European Helicopter Service AB (EHS) may attempt to transfer the helicopters to Iran via Spain. (U) EHS was notified that the re-transfer would be subject to post-shipment end-use monitoring in the approval letter for GC 0411-09, dated 26 March 2009. 4.(U) ACTION: The Department requests that Post make inquiries to the appropriate officials to confirm delivery of the helicopters to the EHS hangar in Madrid and to verify that helicopters are being used for the purpose stated on the license.
