But, from observation of riders of electric scooters around VLC, particularly the pedestrian areas, these should be governed down to a smart walking pace - < 10kph - if the device is permitted to mix with pedestrians or 25 kph if classified as a vehicle. Such a device would be committing an offence if ridden where pedestrians walk. They would require a licence, as per trad scooters of the Vespa/Lambretta type, so that offences, such as riding on pavements or in pedestrian zones, could carry the sanction of fines and penalty points.
